Biography

Helena became Deputy Consul-General Rio de Janeiro and Deputy Director Trade & Investment for Brazil in April 2023. With a focus on Energy, Infrastructure and Defence, Helena works to increase bilateral trade and investment between Latin America’s largest market and the UK.

Helena also leads DBT’s Defence exports agenda for Latin America & Caribbean (LATAC), promoting strategic partnerships between governments across the region and the British private sector.

Prior to this role, Helena spent four years in Mexico City as Deputy Director Trade & Investment for Mexico, and also worked at Department for Business & Trade headquarters in London.

Specialising in Latin America, Helena’s private- and third-sector experience includes an investment promotion role at a LATAC-focused public relations firm in London, a communications role focusing on the Andean region at development agency CAFOD, and working as an analyst on the trading floor of the Quito Stock Exchange.

Helena has a first-class BSc degree in Management Sciences and Spanish, and professional certifications from the Inter-American Development Bank on economic and trade issues in Latin America & the Caribbean.

Deputy Consul-General, Rio de Janeiro

The Deputy Consul-General is a senior diplomat and a key advisor to the Consulate General. In Rio de Janeiro, the DCG also answers to the responsibilities of Minister Counsellor Trade & Prosperity.

The Consul General office is subordinate to the Embassy or High Commission, usually located in another major city and is typically responsible for consular and trade activities in their city or region.
