Graham Stallwood

Biography
Graham is a Chartered Town Planner who joined the Planning Inspectorate and the Civil Service in May 2019, bringing over 20 years of experience in planning and leadership roles within local government, including serving as a Chief Planning Officer. Prior to joining the Inspectorate, he was also a volunteer trustee of the Royal Town Planning Institute - the professional body for planners - for nine years. He chaired its Board of Trustees for two years.
Since joining the Planning Inspectorate, Graham has led its citizen-facing services as Director of Operations and subsequently as Chief Operating Officer. He also serves as Head of the government’s Operational Delivery Profession within the Inspectorate. Graham became Interim Chief Executive in January 2026.

The Planning Inspectorate deals with planning appeals, national infrastructure planning applications, examinations of local plans and other planning-related and specialist casework in England.
