Esther Wallington

Biography

Before taking up her current post at HM Revenue and Customs in December 2016, Esther was HR Director at the Ministry of Defence, where she led the HR function for the Department’s 58,000 civilian workforce.

Esther is an HR professional with more than 15 years’ experience in the private and public sectors, she joined the Civil Service ten years ago, where she first worked on capability reviews, the Top 200 talent management and succession planning at the Cabinet Office. She moved to the Ministry of Defence in 2011 as Head of HR Strategy, before becoming HR Director in September 2014.

Chief People Officer

The Chief People Officer is responsible for the effective and efficient running of the HR Community in HM Revenue and Customs. The HR Community have accountability for people management capability and deployment across HMRC, and oversee the delivery of HR services. They are accountable for developing the HMRC People Strategy and the Employer Brand, as well as the delivery of a specialist organisation design service.

The Chief People Officer is also accountable for HMRC’s role as a responsible corporate organisation; and for the governance and delivery of HMRC’s learning and talent activities.
