Emma Cochrane

Biography

Emma is the Executive Director for Consumer Protection at the CMA and a member of the CMA board.  

She leads the CMA’s consumer protection function across its enforcement cases and policy work, including its exercise of direct enforcement powers conferred under the Digital Markets Competition and Consumers Act.

Emma was previously a Senior Legal Director at the CMA, from November 2024 to April 2025. Before joining the CMA, Emma was a competition and consumer lawyer in private practice. Emma is appointed as a Deputy District Judge.

The Executive Director for Consumer Protection leads the Competition and Markets Authority’s consumer protection function, including enforcement and policy work to protect consumers and promote fair dealing.
