Dean Creamer

Biography
Dean Creamer was appointed Director General Major Rail Projects in the Department for Transport (DfT) on 12 January 2026.
Dean has worked with ministers to deliver government priorities for more than 20 years. His CV includes responsibility for delivering large projects and policy initiatives across sport, telecoms, creative industries, and education.
From September 2023 to January 2026, Dean served as the Chief Executive Officer (CEO) of Building Digital UK (BDUK).
Dean was the Department for Culture, Media and Sport (DCMS) Director and Senior Responsible Owner (SRO) for the Commonwealth Games and its £778 million public investment.
He was also SRO for the Blythe House programme: a partnership with the V&A, the British Museum and the Science Museum to modernise the storage of over 2 million artefacts and repurpose a historic government estate.
Previously, Dean led programmes to improve digital connectivity in cities as Programme Director for the Super Connected Cities initiative. In 2012, he worked on preparations for the Olympic Games, for which he was awarded an OBE in 2013.
Dean is a graduate of the government’s Major Projects Leadership Academy and was the Head of Profession for Project Delivery, overseeing £9 billion of major government programmes within DCMS.
Director General Major Rail Projects Group
The Director General Major Rail Projects Group leads the department’s sponsorship of HS2 and Northern Powerhouse Rail. They work closely with HS2 Ltd and Network Rail to improve connectivity between our biggest cities and regions in support of economic growth.
