David Phillips

Biography
David Phillips is Head of Contract Management and Commissioning at the Legal Aid Agency. He joined the Legal Aid Agency in September 2021.
David joined the Civil Service in 1992 and has held senior leadership roles across operational delivery, policy, commissioning and major transformation programmes.
Previous roles include Deputy Director for the Northern Powerhouse at the Department for International Trade, Programme Director in the HM Courts & Tribunals Service Reform Programme and Programme Director for Government Hubs at the Government Property Agency.
Head of Contract Management and Commissioning
The Head of Contract Management and Commissioning is responsible for leading the Legal Aid Agency’s contract management, commissioning and market management functions, helping to ensure legal aid services remain sustainable, accessible and deliver value for money.
The role works closely with Ministry of Justice policy, digital and operational colleagues to improve provider-facing services and support delivery of the Agency’s strategic priorities.
