David Phillips

Biography

David Phillips is the Head of Service Development and Central Commissioning and joined the Legal Aid Agency in September 2021.

He joined the Civil Service in 1992 and has worked in several government departments and agencies. These include areas as diverse as operational delivery, policy and programme management. Previous roles include:

  • Deputy Director, Northern Powerhouse at the Department for International Trade leading on export and investment promotion

  • Programme Director in the Reform Programme, HM Courts and Tribunals Service

  • Programme Director, Government Hubs at the Government Property Agency leading on office estate transformation

Head of Service Development and Central Commissioning

The Head of Service Development and Central Commissioning is responsible for:

  • policy implementation, working closely with the Ministry of Justice legal aid policy team

  • procurement of contracts for the Legal Aid Agency

Legal Aid Agency
