David Fleming

Biography
David Fleming joined the Agency Board as a non-executive director in January 2026, bringing extensive experience in digital transformation and technology leadership.
He co-founded a cyber security start-up in 2018, providing testing, assurance and risk management services to UK-based companies, and exited following a successful private equity transaction in 2024.
As Strategy and Transformation Director at The Co-operative Bank, he played a key role in its turnaround following its near collapse in 2013. Over the previous decade, David played a leading role in the development and transformation of digital services in UK banking. At Lloyds Banking Group, he helped grow the Group’s digital customer base, shaped its digital transformation roadmap, and led the re-launch of the TSB digital bank ahead of its separation from the Group.
David currently holds three appointments: Trustee at National Museums Liverpool (Chair of the Transformation Committee), Director/Owner at SFA Connect (an international marketing consultancy), and founder of an AI start-up which is in proof-of-concept phase.
