Clive Maxwell was appointed Director General, High Speed Rail and Major Projects in the Department for Transport (DfT) on 20 April 2016.
Clive Maxwell was Director General, Energy Transformation at the Department for Business, Energy and Industrial Strategy from December 2016. Prior to that he was Director General, Energy Efficiency and Heat at the Department of Energy and Climate Change.
Clive was Chief Executive of the Office of Fair Trading (OFT) from July 2012, after having been on its board as an Executive Director and previously working as Senior Director, Services Sector.
Prior to joining the OFT, Clive worked in a wide range of roles for HM Treasury from 1992-2009. He led work responding to the financial crisis in 2007-2009, and worked on financial markets and regulation there from 2002.
Clive has represented the UK in numerous international and EU fora, including the European Competition Network and the EU’s Financial Services Committee, of which he was Vice-Chairman from 2008 to 2009.

As Director General, Clive has overall responsibility for all aspects of developing High Speed 2 and major rail projects.
