Ciarán Hayes
Biography
Ciarán joined the Wales Office as Director in January 2026.
He has worked in a number of key roles across the UK Government, most recently in the Northern Ireland Office where he led work on economic and fiscal policy.
He previously served as Principal Private Secretary to the Northern Ireland Secretary of State. Prior to the Northern Ireland Office, Ciarán led work on borders, customs, and Northern Ireland in the Department for Exiting the EU.
He has worked across a number of Whitehall departments including the Department of Health & Social Care, HM Treasury, and the Department for Education in a number of roles on strategy, policy, and analysis.
