Christopher Owens
Biography
Christopher Owens joined the Legal Aid Agency in February 2026 to lead its response to a cyber-attack that took place in 2025.
Christopher joined the Ministry of Justice as a policymaker in 2013 and has held a range of roles across legal aid, legal support and open justice policy. He has also worked in private offices within the Ministry of Justice and Cabinet Office, and has led the Ministry of Justice’s Inquiry Response and Disclosure teams. Prior to joining the civil service he worked in local government democratic services and scrutiny functions.
Cyber-Attack Investigation and Litigation
The Deputy Director for Cyber-Attack Investigation and Litigation leads the Legal Aid Agency’s programme to manage the long-term consequences of the cyber-attack.
The role is responsible for overseeing the investigation into affected data and coordinating the legal, regulatory and wider strategic response. Christopher’s team supports Ministers and senior leaders to manage the consequences of the attack, working across the Ministry of Justice, wider government and external partners.
