Cathy Morgan
Biography
Cathy became Director of Strategy for PHE in May 2020 after 6 years with the agency working in a number of policy and strategy roles including Deputy-Director of Strategy.
Cathy has been PHE’s Head of Policy Profession since 2018 with responsibility for developing policy and strategy skills within the organisation and across government. She retains this role alongside the Director of Strategy role.
Since joining the UK Civil Service in May 1996 as a graduate trainee, Cathy has held a wide range of policy, legislative, planning and performance, and strategy roles working in the Department of Health, Department for Education and Public Health England.
Director of Strategy
The Director of Strategy has responsibility for: developing the corporate strategic plan and annual business plan for the agency, building and managing strategic relationships with key partners; putting in place corporate performance monitoring, performance management and accountability functions; and, overseeing key strategic projects for the organisation.
