Billy Stewart

Biography

Billy Stewart is Development Director at British High Commission in Kigali providing leadership and assurance for UK’s development partnership with Rwanda and Burundi.  Prior to this, Billy was Development Director in the Occupied Palestinian Territories from 2021 to 2025, leading the UK’s humanitarian response to the Gaza conflict, and support to the Palestinian Authority.  From 2013 to 2019 he worked as Head of Human Development and Deputy Head of the DFID Burma Office in Rangoon from 2013 to 2019.

Billy joined the Department for International Development (DFID) in 2000 and has worked on health, nutrition and human development programmes in China, India, and Myanmar, as well as on HQ policy issues on global health, international financial institutions, and the private sector. Billy has provided technical advice in three ebolavirus outbreaks in Sierra Leone, and DRC.
