Andrew Cartner

Biography

Andrew joined HM Treasury (HMT) in September 2022 as Director Public Spending, where he leads the teams responsible for delivering high quality government financial reporting and data, with a focus on using this information to improve decision making and accountability across government. Andrew is a CIMA qualified accountant

He was previously Finance Director at the Department for Environment, Food and Rural Affairs and Deputy Director of Strategic Finance at Department for Work and Pensions. He has 23 years’ experience in the Civil Service across several departments including DWP and HMRC.

Andrew is also the Senor Responsible Officer (SRO) for the OSCAR II Project and Deputy Head of the Government Finance Function.

Andrew lives in Gateshead, is married to Elizabeth and has two teenage children (Lucas and Hayden). He is a big football fan (supporting Newcastle United) and a keen runner.

The Deputy Head of the Government Finance Function leads on the governance and strategy of the Government Finance Function, investing in people, sharing best-practice and developing frameworks, guidance and tools to support more than 10,000 people working in finance across government.
