Amy Barklam

Biography
Amy Barklam is His Majesty’s Trade Commissioner (HMTC) for Latin America and the Caribbean. She is also British Consul General in São Paulo. She is a senior international executive with extensive experience in global banking, capital markets and strategic advisory. She has worked with governments, corporates and investors across multiple regions on market access, geopolitical and regulatory compliance risks, and strategic positioning.
Amy took up the role of HMTC in April 2026. Prior to joining the Department for Business and Trade, Amy was Managing Director and Global Banking Chief Control Officer at HSBC, with responsibility for global risk and control governance. Earlier in her career, she was an Executive Director at Morgan Stanley, leading debt capital markets activity across developing markets, including Latin America.
Amy holds a Master’s degree in International Studies and Diplomacy, and a Bachelor’s degree in Economics.
Through her leadership of Days for Girls UK, Amy is deeply committed to supporting women’s health and educational issues.
HM Trade Commissioner for Latin America and the Caribbean
The HM Trade Commissioner for Latin America and the Caribbean leads the UK’s Department for Business and Trade activity across Latin America and the Caribbean including:
- strengthening trade and investment ties between the UK and the region
- supporting UK companies to access and grow in Latin America and the Caribbean markets
- advancing the UK’s trade policy and economic partnerships in the region
British Consul General, Sao Paulo
The Consul General is the senior UK official in a Consulate General, which is a subordinate office to the Embassy or High Commission, usually located in another major city. The Consul General represents the UK government and is typically responsible for consular, visa and trade activities in their city or region.
