Tendering for contracts and transparency

To comply with government regulations we use an approach based on the value of the contract, and whether a public-sector contract already exists that can be used:

We use 2 systems to advertise and to manage our contracts:

  1. Framework Contracts awarded by Crown Commercial Services or other procurement hubs for utilisation by the wider public sector Government Procurement Service website

  2. New opportunities are advertised on the Find a Tender website

All public-sector procurements are subject to principles of non-discrimination, equal treatment, and transparency.

NDA will publish all contract awards over £12,000 (inclusive of VAT) on the Find a Tender Website.

Information and Security Conditions of Contract

The NDA places a strong emphasis on protecting the confidentiality, integrity, and availability of its information and assets. If you do business with us, you are expected to handle NDA information responsibly and in line with our security and information management requirements. 

Suppliers must ensure that any NDA information they access, create, or process is: 

  • Used only for the purposes of delivering contracted goods or services. 

  • Protected against unauthorised access, loss, or disclosure. 

  • Managed in accordance with applicable NDA policy, laws, regulations, and recognised good industry practice. 

Depending on the nature of the contract, suppliers may be required to meet specific information security standards, participate in supplier security or cyber assurance activities, and comply with additional security conditions where sensitive or protectively marked information is involved. 

The NDA expects suppliers to work openly with us to identify and manage information and security risks and to notify us promptly of any actual or suspected security incidents affecting NDA information. 

Further detail on specific requirements will be set out in the procurement documentation and contractual terms, where applicable.

Supplier Security Assurance

When awarded an NDA contract(s) which concern the sharing or generation of classified information, data, or other assets, all suppliers (and any subcontractors) engaged in the delivery of those goods or services will, as a condition of the contract, be subject to Supplier Security Assurance assessments. A typical assessment would include supplier completion of security questionnaires and an on-site validation visit(s).

Supporting Small and Medium-Sized Enterprises (SMEs)

The Nuclear Decommissioning Authority (NDA) is responsible for one of Europe’s largest nuclear decommissioning and environmental restoration programmes. Our mission—to clean up the UK’s earliest nuclear sites safely, securely, and cost-effectively—depends on capable and diverse supply chains.  

Small and Medium-sized Enterprises (SMEs) are a vital part of this effort, providing critical goods and services, delivering value for money, and driving innovation. Partnering with SMEs also plays a key role in supporting local economies and communities, with the NDA group operating across some of the most remote areas of England, Scotland, and Wales. 

Whilst SMEs already comprise a significant element of our supply chain, we recognise that bidding for work in the nuclear sector can appear challenging to some smaller organisations.  

Therefore, the NDA SME Action Plan outlines the NDA group’s ongoing commitment to ensuring that SMEs have the necessary information and support to bid for NDA group contracts. It also sets out our approach to increasing SME spend, including how we use the changes under the Procurement Act 2023 to support SME engagement.

Sustainability in Procurement

The Nuclear Decommissioning Authority is committed to embedding sustainability across its procurement activities. We align our procurement activity with the Government’s Social Value Model and PPN002, effective from October 2025, which introduces an updated Social Value Model for UK central government procurement. It aligns with five key missions: Growth, Clean Energy, Safer Streets, Opportunity, and NHS Future, focusing on three core themes: Fair Work, Skills for Growth, and Resilient, Innovative, and Flexible Supply Chains.

Our sustainability commitments also include supporting the UK’s national net zero targets: achieving net zero by 2050 in England and Wales, and net zero by 2045 in Scotland. We encourage suppliers to follow the approach set out in Procurement Policy Note 006 by providing credible, board‑approved carbon reduction plans aligned with national net‑zero goals. 

We follow wider government sustainability frameworks, including delivery against government targets and the priorities set out in the National Procurement Policy Statement (NPPS). Where applicable, suppliers are encouraged to support obligations arising from the Energy Act, including contributing to benefits for local communities.

Preventing and Addressing Sexual Harassment in the Supply Chain

The NDA is committed to creating a safe and respectful working environment across all aspects of its operations, including its supply chain. 

We expect all suppliers, contractors, and partners to uphold the highest standards of conduct and to actively prevent and address sexual harassment in the workplace. This includes: 

  • Zero tolerance for sexual harassment in any form. 

  • Clear policies and procedures for reporting and investigating incidents. 

  • Training and awareness for all staff. 

  • Support mechanisms for individuals affected by harassment. 

As part of our procurement process, we may request evidence of supplier policies and practices related to workplace conduct, including measures to prevent harassment.
