The Honourable Mrs Justice Bacon (chair)
Dame Kelyn Bacon DBE was appointed as Competition Appeal Tribunal (CAT) President and Chair of the Competition Service Board in May 2025.
Mrs Justice Bacon was called to the bar in 1998 and was appointed Queen’s Counsel in 2014. She specialised in competition and EU law throughout her career as a barrister. She was elected as a governing bencher of the Inner Temple in 2015. In 2017 she was appointed as a Deputy High Court Judge, and in October 2020 she was appointed as a High Court Judge in the Chancery Division.
She hears cases across the whole range of Business and Property Courts work. She also sits in the Competition Appeal Tribunal, Upper Tribunal Tax and Chancery Chamber and the Patents Court. From February 2022 to February 2025, she was the President of the Upper Tribunal Tax and Chancery Chamber.
Charles Dhanowa (registrar)
Charles Dhanowa CBE KC (Hon) has served as the registrar of the CAT since its establishment in 2003. He was awarded the CBE in the 2025 New Year’s Honours List for services to competition law.
Dr Rebecca Driver (non-executive director)
Dr Rebecca Driver was appointed as a non-executive director on 1 February 2026.
Dr Driver is an experienced non-executive director and has been a member of numerous boards, advisory panels and steering groups serving government, industry and academia, including:
- the board of the Planning Inspectorate, where she also chaired their Audit and Risk Assurance Committee
- Personal Injury Discount Rate Expert Panel
- Financial Services Consumer Panel
- the board of the Operational Risk Insurance Consortium
- Council for the Society of Business Economists
- current member of the Police and National Crime Agency Remuneration Review Bodies.
Dr Driver’s professional background is in economic and policy research and she is director of the research consultancy Analytically Driven Ltd. Previous roles include Director of Research and Chief Economist of the Association of British Insurers and research advisor to the External Members of the Monetary Policy Committee.
Ben Tidswell (board member)
Ben Tidswell was admitted as a barrister and solicitor in New Zealand in 1988. He joined City firm Ashurst in 1993. He was admitted to the roll of solicitors in England and Wales in 1994 and became a solicitor advocate in 1999. A partner in the London Disputes practice at Ashurst since 2000, he has worked on a wide range of commercial litigation and regulatory matters, including several cases before the CAT over a period of almost 20 years. He was the Global Chairman of Ashurst from 2013 to 2021.
