Lin Hinnigan, Chief Executive of the Youth Justice Board, said:

Lord Laming’s insightful report reflects many of the serious concerns we have about the criminalisation of looked-after children.

We were pleased to support Lord Laming’s review. Our Chair, Lord McNally, was a member of the review panel. We provided evidence from our own research and data on children and young people in the youth justice system and enabled the panel to work closely with youth offending teams to gather good practice.

We want to prevent the unnecessary criminalisation of children who are placed in residential care and so we continue to lobby for the introduction of consistent police responses to children’s homes.
