Universal Periodic Review 27: UK Statement - Philippines

This statement was delivered by the UK on the Philippines at the 27th Session of the Universal Periodic Review.

The UK welcomes the passing of the Domestic Workers, and the Responsible Parenthood and Reproductive Health Acts. We support the government’s commitment to the peace processes.

We remain concerned about the high death toll associated with the campaign against illegal drugs, plans to reinstate the death penalty, to lower the age of criminal responsibility and barriers to the realisation of indigenous peoples’ rights. We are concerned by recent statements questioning the universality of human rights.

We recommend:

  1. Ensure thorough and independent investigations into violent deaths, and commit to bring to justice those involved in abuses, including security forces.

  2. Ratify the 2014 ILO Protocol to the Forced Labour Convention, and build criminal justice capabilities to increase investigation, prosecution and conviction of perpetrators of modern slavery.

  3. Promote a safe, enabling environment for the work of Human Rights Defenders, through the adoption of a charter for the protection and recognition of HRDs.
