Small for-profit landlord fails to meet RSH's regulatory standards
The Regulator of Social Housing has expressed serious concerns about a small for-profit landlord which has failed to meet its governance or financial viability requirements.
RSH found serious failings in Rentplus Homes Limited’s governance arrangements, with the landlord unable to demonstrate that its board has effectively responded to increasing risks, or that it has a robust business planning and risk management framework.
Arrangements with its unregistered parent company to provide support failed to operate in practice, negatively impacting on Rentplus Homes’ ability to protect its social homes.
Rentplus Homes is now facing significant liquidity pressures and is seeking to develop and implement plans to safeguard tenants’ homes from its viability risk.
RSH Chief Executive Jonathan Walters said: “Landlords must regularly assess and test their governance arrangements to make sure they are fit for purpose.
“But Rentplus Homes has failed to do this, which has had serious implications for its financial resilience and ongoing viability.
“Although Rentplus Homes is taking steps to manage emerging risks, it has not yet provided a credible route to resolve them at the pace we expect.
“We have serious concerns about this case, and are considering further regulatory intervention.”
Rentplus Homes was added to RSH’s gradings under review (GUR) list in August, following responsive engagement triggered by a self-referral to RSH in June 2026.
The self-referral concerned the administration of RPA1 Limited, a Rentplus group entity that owns approximately 68% of the homes managed by Rentplus Homes.
Following the publication of the regulatory judgement, Rentplus Homes has now been removed from the GUR list.
The full regulatory judgement can be found on RSH’s website.

Notes for editors
- Rentplus Homes, based in Milton Keynes, is a small landlord as it owns fewer than 1,000 social homes. RSH does not issue grades to small landlords. However, where it considers there to be serious weaknesses or failings in a landlord’s delivery of the outcomes of our standards, it may publish or update a regulatory judgement to reflect this.
- Rentplus Homes Limited is not at the head of its group. It is a subsidiary organisation within a larger group of connected companies. The registered provider does not operate as a standalone entity in the group structure. It requires the ongoing support of related parties to fulfil its functions and meet its objectives. Today’s judgement concerns the registered provider only and does not represent an assessment of the non-registered entities within the group.
- According to the 2026 statistical data return Rentplus Homes manages 173 social homes. More recent management information records that the number of homes under management has increased to 283 homes. Rentplus Homes reported a turnover of £1.05m for year ended 31 December 2025 and employs no staff except for its non-executive directors.
- If RSH is investigating a landlord due to suspected serious failings, it may place them on the gradings under review list. This is likely to be where engagement is ongoing and RSH thinks it is appropriate to alert stakeholders to the fact that it has serious concerns about that landlord’s delivery of the standards outcomes, which it is investigating. More information about the gradings under review list and RSH’s approach is available on its How we approach regulatory judgements and gradings page.
- The regulatory standards page provides information about the economic and consumer standards that registered providers must meet.
- RSH promotes a viable, efficient and well-governed social housing sector able to deliver more and better social homes. It does this by setting standards and carrying out robust regulation focusing on driving improvement in social landlords, including local authorities, and ensuring that housing associations are well-governed, financially viable and offer value for money. It takes appropriate action if the outcomes of the standards are not being delivered.
