RegWatchEurope is a network of independent regulatory scrutiny bodies that works together to exchange best practice, innovative ideas and emerging methodological approaches.

RegWatchEurope is a network of independent regulatory scrutiny bodies that works together to exchange best practice, innovative ideas and emerging methodological approaches. A mixture of European Union and non-European members, it is a core component of the RPC’s international engagement work and meets regularly at both board and technical/secretariat levels.

This March meeting was originally to be a larger engagement in Berlin, including attendance from colleagues across Europe that are interested in joining RegWatchEurope, but was scaled down given the complications and disruption caused by the Covid-19 pandemic. However, secretariat colleagues came together on Skype and a very fruitful planning discussion was had.

RWE members, with Germany in the chair, discussed how an event in July run by the German Ministry of Economic Affairs will include panel discussions for RWE chairs. Whilst Covid-19 issues may delay the joining of potential new members to RWE, this can be picked up later in the year. The RPC has pushed this as a key objective to ensure that relevant perspectives, including not being in the EU, remains at the heart of RWE work.

RWE members also agreed to plan best-practice exchange workshops for later in the year, which may occur online. Topics for discussion are ones scoped out in 2019 engagements where members have diverse experiences and can best learn from each other, including ones of critical interest to the UK Better Regulation system. These include proportionality in the evidence base of Impact Assessments, stakeholder engagement & public outreach as well as how One In, One Out systems can best work.
