Lay member appointed and solicitor member reappointed to the Family Procedure Rule Committee
The Lord Chancellor has approved the appointment of Vicki Mulligan and the reappointment of Laura Coyle as members of the Family Procedure Rule Committee.
The Lord Chancellor has approved the appointment of Vicki Mulligan as a Lay Member of the Family Procedure Rule Committee (FPRC) for 3 years from 4 November 2025.
The Lord Chancellor has also approved the reappointment of Laura Coyle, as the Solicitor Member of the FPRC for 3 years from 1 August 2026.
Vicki Mulligan
Vicki is the Interim Director of the Centre for Justice Innovation; an independent charity working to make the justice system fairer and more effective. She brings extensive experience in justice reform and a strong commitment to improving outcomes for children, families and communities.
Laura Coyle
Laura is a Partner at Freemans Solicitors; specialising in children law since 2007. She acts in complex public law, international family law, and child abduction cases. She sits on the Law Society Children Sub-committee and is Co-Vice Chair of the Child Abduction Lawyers Association.
The FPRC was set up, in October 2004, to make Family Procedure Rules. Its aim is to make clear, easily understandable rules to create an accessible, fair and efficient family justice system. The FPRC makes rules of court that govern the practice and procedure followed in family proceedings in the High Court and family court.
These appointments are made by the Lord Chancellor after consulting the President of the Family Division.
Appointments to the FPRC are regulated by the Commissioner for Public Appointments and recruitment processes comply with the Governance Code on Public Appointments.
