International engagement with the Republic of Moldova

Over three engagements between November 2019 and February 2020, the RPC secretariat engaged with the Moldovan Government in Chisinau.

Over three engagements between November 2019 and February 2020, the RPC secretariat engaged with the Moldovan Government in Chisinau as they strive to reform their national regulatory scrutiny system. The workshops, funded by the World Bank, were attended by a significant number of Moldovan senior civils servants incl. Permanent Secretaries, Deputy Ministers and Members of Parliament amongst others.

The engagement aimed to promote best practice and share in-depth technical knowledge of regulatory scrutiny, to strengthen the RPC’s reputation as a Centre of Excellence and to contribute to the wider Government vision of a Global Britain.

Moldova has faced many challenges in establishing a regulatory regime in general, and a regulatory scrutiny body more specifically. As such, we provided insight into the UK Better Regulation system before running thorough sessions on the technical methodologies required for impact assessment evaluation. A lack of awareness by political stakeholders of the need for a robust regulatory scrutiny approach was identified, and therefore the RPC team focussed significantly on issues such as expost evaluations, small and micro business assessments and impact assessments transposed from EU legislation. Such a detailed approach was welcomed and praised by our Moldovan counterparts.

The Moldovan Government has expressed its desire for a potential future engagement on exchanging best practice on selected methods in regulatory scrutiny such as the impacts on trade and innovation.

The RPC look forward to collaborating with our international partners in future and welcome the opportunity to exchange knowledge on better regulation and regulatory scrutiny to continually improve our methodology and best practice principles.
