“Improving access to highly selective universities is an important part of the government’s agenda to improve social mobility. OFFA’s research suggests that spending on high levels of bursaries by universities is not necessarily any more effective than outreach programmes.

“Lord Browne is due to report to the government shortly on changes to student finance and this report will be a useful contribution to the government as we develop our response.”
