Call for expression of interest: UK services exports to Malaysia

The British High Commission in Kuala Lumpur is inviting Expression of Interest (EOI) for an analytical research on Malaysia’s services trade policies.

The UK-Malaysia bilateral trade in services was valued at approximately £1.65 billion in the four quarters to the end of the second quarter in 2022.

The UK currently has a near-5% share of the Malaysian market in services (compared to less than 2% in goods), mainly in the travel, transportation, financial and other business services sub-sectors. Given the UK’s strengths in services, there is significant potential for growth in Malaysia and in UK players’ interest in utilising Malaysia as a hub in the wider region. This research aims to enhance the UK’s understanding of how Malaysia’s latest economic and trade policies improve access for foreign trade including UK players to Malaysia’s services sectors.

Project timeline and budget

The research will run from January 2023 to March 2023, with no expectation of funding beyond this period. Maximum budget limit for projects is £60,000.

Assessment

Bids will be assessed against the following criteria:

  • strengths of the organisation
  • skills and past experience on similar assignments – of the Team Leader and key team member
  • understanding of issues in the TOR and methodology (including access to data sources)
  • feasibility of the proposed workplan, and evidence of ability to mobilise at short notice
  • overall value for money
