The first International Encounter for Citizen Security Ecuador 2013 took place in Quito from 4 to 6 November. The event was hosted by the Coordinating Ministry of Security and the newly established ECU 911 emergency response service. Experts from the UK and other countries participated in the event, which had wide media coverage.
Two British experts participated in panels organised as part of the event. Steve France-Sargeant, International Advisor at the College of Policing, took part in a panel along with the Director of ECU 911, Captain César Navas. The topic of the panel was the effective use of CCTV for citizen security, including many aspects such as operations, technology, legislation and regulations, among others. Richard Hebberd, Development Director of the Sports Ground Safety Authority, was part of a panel on stadium security, along with Ecuadorean Minister of Sport and former footballer José Francisco Cevallos and also a representative of the Ecuadorean Football Federation.
Both experts gave interviews to local media and met with Ecuadorean authorities to discuss the aforementioned issues.
