Appointment of a new Judicial Commissioner and Vice Chairman of the Judicial Appointments Commission

Her Majesty the Queen, on the advice of the Lord Chancellor, has appointed a new Commissioner and Vice Chairman to the Judicial Appointments Commission.

The Lord Chancellor has appointed the Right Honourable Lady Justice Carr DBE as a Judicial Commissioner and the Vice Chairman of the Judicial Appointments Commission (JAC) for 3 years commencing 3 August 2020.

JAC is an independent body that selects candidates for judicial office in courts and tribunals in England and Wales, and for some tribunals with a UK-wide jurisdiction.

JAC Commissioners are appointed, under Schedule 12(1) of the Constitutional Reform Act 2005, by Her Majesty the Queen on the recommendation of the Lord Chancellor.

The appointment of Lady Justice Carr was made in accordance with Regulation 10 of the Judicial Appointment Commission Regulations 2013.

Biography

Lady Justice Carr DBE has served as a judge of the Court of Appeal since April 2020. She was called to the Bar in 1987 and appointed Queen’s Counsel in 2003. In 2009 Lady Justice Carr was appointed a Crown Court Recorder. She was chair of the Bar Standards Board Conduct Committee between 2008 and 2010 before becoming Complaints Commissioner to the International Criminal Court in the Hague and head of her chambers. In June 2013 she was appointed a High Court Judge, assigned to the Queen’s Bench Division. She was a member of the Investigatory Powers Tribunal between 2014 and 2016 and a Presiding Judge of the Midland Circuit between 2016 and 2019. Lady Justice Carr is also a governing Bencher of the Honourable Society of the Inner Temple.
