Appointment of 3 legally qualified members of the Civil Procedure Rule Committee

The Lord Chancellor has approved the appointments of James Willan KC, James Egan and Gregory Cox as members of the Civil Procedure Rule Committee for 3 years.

The Lord Chancellor has approved the appointments of James Willan KC, James Egan and Gregory Cox as legally qualified members of the Civil Procedure Rule for three years. 

Gregory Cox’s (Solicitor) tenure will start on 11 May 2026. The tenures of James Egan and James Willan KC (Barristers) will commence on 1 October 2026.

James Egan

James Egan is a barrister at Ten Old Square Chambers, specialising in traditional and commercial chancery, property, and landlord and tenant law, with a focus on private client disputes, particularly contentious trusts and estates. He was appointed to the Attorney General’s Civil Panel (London B Panel) in 2025.

He has declared no political activity.

James Willan KC

James Willan KC is a barrister practising from Essex Court Chambers, with a broad commercial practice both before the courts and in arbitration.  He was appointed King’s Counsel in 2021, having been a member of the Attorney General’s “A” panel before taking silk.  James also sits as a Recorder in the Crown Court and is the Bar Council’s nominated trustee of the Access to Justice Foundation.

He has declared no political activity.

Gregory Cox

Greg Cox is a solicitor; a solicitor-advocate; High Court assessor and mediator. He is CEO of Simpson Millar LLP and has extensive experience of running and advising law firms and law firm on Mergers and Acquisitions. He is a contributing author to the Law Society Litigation Funding Handbook and a member of the Bar Council Remuneration Committee.

He has declared no political activity.

Civil Procedure Rule Committee

The CPRC is a non-departmental public body established under the Civil Procedure Act 1997 (CPA) to make rules of court, setting out the practice and procedure, for the Civil Division of the Court of Appeal, the High Court and the County Court.

Legally qualified members, of the CPRC, are appointed - under the CPA - by the Lord Chancellor. The appointment of legally qualified members is regulated by the Commissioner for Public Appointments and recruitment processes comply with the Governance Code on Public Appointments.
