A new approach to RAM updates
The process will enable producers to take a stronger role in shaping future updates to the Recyclability Assessment Methodology (RAM).
PackUK and the UK Packaging PRO have introduced a new process for annual updates to the Recyclability Assessment Methodology (RAM), providing producers with clearer engagement routes and increased visibility of how evidence is assessed and future updates are determined and prioritised.
The new approach has been developed in response to feedback from producers and stakeholders across the packaging value chain, who asked for greater predictability and more time to understand and prepare for changes to the methodology. It will provide the framework for future updates to RAM through a structured, evidence-led process designed to provide enhanced clarity for producers.
Jeremy Blake, Chief Executive Officer at PackUK said:
This is a valuable opportunity for PackUK and the UK Packaging PRO to work together, combining our expertise and shared purpose to make meaningful improvements shaped by stakeholder feedback from across the packaging value chain. “By introducing this dedicated route for producers to engage with and contribute to the RAM, we are giving industry a stronger voice in guiding future developments and ensuring a broad range of insight is reflected in how the methodology evolves over time.
As part of the new approach, the UK Packaging PRO will help coordinate, review and prioritise proposals submitted by stakeholders, building on its role as the producer-led body for Extended Producer Responsibility for packaging. Producers will be able to submit change requests through a clear and structured process supported by evidence, helping ensure industry expertise is considered as future updates are developed.
Karen Graley, Chief Operating Officer at UK Packaging PRO said:
We’re delighted to be taking on a greater role in shaping the future of the RAM. As a producer-led organisation, one of our key priorities is to help ensure the EPR system is fair, evidence-led and delivers value for money, while encouraging packaging design that supports recyclability and better recycling outcomes.
We know how important the RAM is to producers, and this process provides a real opportunity to bring industry expertise and practical experience into its future development.
I’d encourage producers of all sizes to get involved. We want to hear what is working well, where improvements are needed and what the evidence tells us.
For RAM 2028, PackUK and the UK Packaging PRO will focus on a smaller number of priority areas, including those already highlighted by producers, such as guidance on take-back schemes. Future updates are expected to concentrate on targeted priority areas, providing increased predictability for producers while ensuring the methodology continues to evolve in line with emerging evidence and stakeholder feedback.
Producers and stakeholders across the packaging value chain wanting to submit change requests for consideration in RAM 2028 should provide supporting evidence to the UK Packaging PRO by 31 December 2026.
The UK Packaging PRO will review submissions to assess whether there is a case for change and might get in touch directly to ask follow-up questions, request additional information or arrange a conversation to explore an issue in more detail.
Where submissions demonstrate a strong case for further investigation, the PRO will assess the evidence and help develop recommendations for PackUK.
