The Chief Executive leads the agency with the support of the directing board, and other boards and committees.

The Vehicle and Operator Services Agency (VOSA) was replaced by the Driver and Vehicle Standards Agency (DVSA) in April 2014.

There are different governance arrangements for DVSA.


Directing board

The board sets our strategic direction. Every month, the board meets to discuss the most important issues for the agency.

The board is made up of:

  • the Accounting Officer (AO)
  • executive directors
  • 2 non-executive directors

Investment and change board

The investment and change board governs the development of change proposals, and reviews and approves business cases for investment.

The board is made up of:

  • 2 executive directors (one of whom will chair the board)
  • one non-executive director
  • 8 corporate senior leaders

Business performance board

The business performance board has responsibility for:

  • monitoring and supervising performance against objectives, targets and budgets
  • holding directors and senior managers to account to ensure projects are completed
  • ensuring VOSA gets best value from its resources
  • looking at how projects and programmes have progressed and how they were completed
  • monitoring project risks and issues
  • tracking the delivery and realisation of project benefits and escalating any issues to the directing board
  • looking at post-implementation reviews

The business performance board is chaired by one of 2 executive directors and is attended by 4 corporate senior leaders. Board members cannot be members of the investment and change board at the same time.

These committees support the Chief Executive and boards:

  • audit and risk committee
  • health and safety committee
  • remuneration committee
