Horizon Compensation Advisory Board

An independent advisory board of parliamentarians and academics which oversees compensation related to the Post Office Horizon scandal.

This independent advisory board was established to advise ministers about the Group Litigation Order (GLO) Compensation Scheme. Its terms of reference were subsequently expanded to include advice about the Department for Business and Trade’s (DBT) oversight of the delivery of other strands of Horizon-related compensation by the Post Office.

The Board does not have a role in individual cases, but advises on the overall progress of compensation arrangements.

Its membership comprises:

  • 2 academic experts in the field of alternative dispute resolution and legal ethics
  • 2 parliamentarians recognised for their past involvement in pursuing the resolution of the Horizon scandal

The board is supported by a DBT secretariat and officials.
