We received 307 responses to the call for evidence. These came from a range of stakeholders, including:

  • rail industry organisations
  • academic and research institutions
  • businesses, including small and medium enterprises
  • local and devolved authorities and other public bodies
  • not-for-profit organisations
  • members of the public

A report summarising and analysing the responses has been published by the Great British Railways Transition Team.

Call for evidence description

This call for evidence, launched by the Great British Railways Transition Team, seeks responses from all those with an interest in the long-term future of the railway. We are inviting views from within and beyond the rail sector, to inform the development of a whole industry strategic plan, the first 30-year strategy.

The Secretary of State for Transport commissioned the whole industry strategic plan. It will set 5 long-term objectives for the railway, focusing on:

  • meeting customers’ needs
  • delivering financial sustainability
  • contributing to long-term economic growth
  • levelling up and connectivity
  • delivering environmental sustainability

The UK government’s plans to reform the rail sector were outlined in a white paper, the Williams-Shapps plan for rail, in May 2021. It recommended the establishment of Great British Railways, which will bring together the rail system to run the network in the public interest, as well as the development of a long-term strategy.
