The Tribunal Procedure Committee (TPC) is consulting on possible amendments to the Tribunal Procedure (First-tier Tribunal) (General Regulatory Chamber) Rules 2009 to make provision for applications for a determination under section 11 of the Terrorism (Protection of Premises) Act 2025.

Section 11 of the Act enables interested persons to apply to the First-tier Tribunal for determinations on specified matters relating to the application of the Act, including whether premises or events fall within its scope, whether enhanced duties apply, who is responsible for qualifying premises or events, and whether a duty to cooperate arises.

The consultation seeks views on whether amendments to the Rules are required to enable such applications to be presented, managed and determined effectively, and on the specific amendments proposed by the TPC. The TPC also welcomes views on whether any further amendments to the Rules may be necessary.
