The Department for Business Innovation and Skills has launched its proposals for implementing the revised EU Electronic Communications Framework. This document sets out our preferred approach to implementation and asks questions on a limited number of specific issues. Stakeholders will have 12 weeks to respond to Government proposals.

Purpose of framework

The Electronic Communications Framework is the regulatory framework that applies to all transmission networks and services for electronic communications including: telecommunications (fixed and mobile); e-mail; access to the internet; and content related broadcasting. The Framework is intended to raise standards of regulation and competition across all 27 European Member States’ communications markets.

Purpose of the changes

Businesses will benefit from an improved regulatory Framework that should encourage investment and provide greater competition and innovation amongst electronic communications providers. The electronic communications sector makes a major contribution to our economy, estimated at å£250 billion for the EU (about half of the ICT sector overall) and å£35bn to the UK.

Consumers in the UK are set to benefit from access to higher quality and lower cost communications services, including improved choice of supplier and contract terms, strengthened rights on privacy and confidentiality, faster switching processes and improved accessibility

Areas of consultation

We are consulting on: appeals; facilities sharing; security and resilience; dissuasive sanctions; equivalence for disabled end-users; personal data breaches and enforcement; and “cookies”.

This document details the revised texts, sets out our preferred overall approach and seeks your views in these areas. We are also seeking data in order to help us to quantify the costs and benefits (in å£)of the changes in a questionnaire attached to the Impact Assessment.
