Under section 173 of the Localism Act 2011, the secretary of state has made determinations to implement self-financing for council housing following consultation with representatives of local government and each affected local authority.

Consultation description

Under section 87(2) of the Local Government and Housing Act 1989, the Secretary of State for Communities and Local Government is required to consult representatives of local government and relevant professional bodies before making new directions and determinations, or before varying existing directions and determinations.

Various items of published guidance concerning the housing revenue account have recently been changed or updated, particularly the stock valuation guidance. The current direction in force is the housing revenue account (accounting practices) directions 2007, and the Department for Communities and Local Government wishes to update that document to reflect this and other changes that have taken place during 2010 to 2011.
