Home Energy Model: Energy Performance Certificates

Applies to England and Wales

Summary

We're seeking views on how the Home Energy Model (HEM) will be used to carry out Energy Performance Certificate (EPC) assessments, which will use new metrics to evaluate a dwelling’s energy performance.

Consultation description

As set out in the partial response to the Energy performance of buildings (EPB) consultation, we are reforming Energy Performance Certificate (EPCs) assessments.

We’re seeking views on the EPC wrapper for the Home Energy Model (HEM), the new methodology underpinning EPCs, including:

  • the expansion of HEM to allow calculations based on on-site inspection of existing dwellings (the HEM equivalent of Reduced Data Standard Assessment Procedure (RdSAP))
  • our proposals for how the new headline metrics (Fabric Performance, Heating System, Smart Readiness and Energy Cost) should be calculated and translated into EPC scoring bands

The changes aim to provide better information to consumers, supporting warmer, cheaper-to-run homes, and contribute to the UK’s commitments to reach net zero by 2050 and alleviate fuel poverty.

The consultation is open to anyone to respond, but will be of particular interest across the built environment sector including:

  • retrofit professionals
  • energy assessors
  • product manufacturers

It may also be of interest to:

  • consumer groups
  • potential third-party providers (including app and software designers wishing to use HEM to inform consumer choices)
  • trade bodies
  • industry groups
