In response to the consultation on the draft regulations, a number of technical issues were raised and points of clarification sought. The regulations were made in February 2013.

The following regulations were laid which apply to England only:

  1. The Non-Domestic Rating (Rates Retention) Regulations 2013

  2. The Non-Domestic Rating (Levy and Safety Net) Regulations 2013

  3. The Non-Domestic Rating (Renewable Energy Projects) Regulations 2013

  4. The Non-Domestic Rating (Designated Areas) Regulations 2013

  5. The Non-Domestic Rating (Transitional Protection Payments)Regulations 2013

The publication of these regulations in draft is intended to give local authorities and interested parties further clarity about the detailed implementation of the scheme, and the opportunity to comment on the draft regulations to help ensure they work as intended.
