This paper reflects on some of the challenges explored in the experts group relating to capital issues and explores some of the potential ways forward.

In Reforming financial markets (2009), the Government announced that it would convene an expert group of key stakeholders to advise on strategic issues affecting building societies. This work focused on four main workstreams:

  • governance
  • shared operational services
  • pooled funding
  • capital

The Government updated on the progress of the expert group in the 2009 Pre-Budget Report and since then work has continued to further explore particular challenges such as access to capital.

The Government invites the views of building societies, investors, members and other interested parties on the range of issues discussed, and particularly on the specific questions set out at the end of chapter 7.
