The notes give a general background to government action on water policy. They summarise the way the water industry is currently structured and regulated. In particular, the notes give an overview of the Water Bill, what it aims to achieve and the specific provisions and reforms covered by it.

The charging principles set out the high level principles that will inform the government’s approach to water charging following implementation of the reforms in the Water Bill. Once developed, charging guidance will be issued to Ofwat to establish the framework for future market reforms.
