The Building Advisory Committee
The Building Advisory Committee is a statutory advisory committee set up by the Building Safety Regulator under the Building Safety Act 2022.
The Building Advisory Committee’s purpose
The Building Advisory Committee was set up to provide practical, proportionate and independent advice to the Building Safety Regulator (BSR) on its building functions.
The committee’s activities include:
- providing insight into the effectiveness of the regulatory regime and whether BSR’s approach is proportionate
- providing input and, where needed, challenge to support BSR in effectively carrying out its building functions
- developing evidence-based recommendations on safety and technical standards
- using its industry expertise to monitor new developments and their impact on building safety and standards
- supporting BSR’s work to improve standards across the built environment sector
The committee does not advise on:
- the competence of those working in the built environment industry
- the competence of registered building inspectors
- matters within the remit of the Statutory Residents’ Panel
- BSR’s regulatory or operational decisions
- aspects outside of BSR’s building functions, including funding of remediation or the building safety levy
Membership
Members of the Building Advisory Committee come from across the built environment industry. They bring extensive experience, technical expertise, industry insight, knowledge of best practice, and user perspectives.
Members are appointed through a recruitment process which includes a written application and interview. The process is designed to find individuals who:
- have a track record of taking ownership of complex challenges and developing effective, practical solutions in their areas of expertise
- use their sector expertise to find and assess the effect of risks, emerging issues and trends in the built environment
- provide evidence-based advice to support BSR’s informed decision making.
The committee may bring together people from outside its membership to support its work, for example through working groups.
Although officials from BSR, other regulators and government departments may attend meetings, members are independent of BSR. The Chair and Deputy Chair are also independent.
Members are appointed for up to 3 years, and the committee meet a minimum of 4 times per year.
