Clacton to receive nearly £20 million for housing and education (Levelling Up Fund 2)

Tendring District Council will receive almost £20 million from the Levelling Up Fund to improve housing, employment, education and aspiration levels.

This funding will support the development of a nearly £30 million Civic Quarter scheme comprised of two linked projects in the centre of Clacton. 

Carnarvon Terrace 

This project will redevelop the site of the former dis-used Council office, Carnarvon House. The new Carnarvon Terrace will provide:   

  • 28 new homes 
  • areas for street food and kiosks 
  • mixed-use commercial and community spaces 

Councillor Mark Stephenson, Leader of Tendring District Council, said:

Tendring is full of potential – not just from Levelling Up, but also through Freeport East and our garden community project – to improve the lives of our residents.

Improvements will also be made to the existing multi storey car park with 300 car parking spaces and 30 electric vehicle charging points.

Clacton Hub 

An outdated Essex County Council-owned library will be regenerated into a new library and upskilling space. Clacton Hub will also offer space to local universities – including a Centre for Coastal Communities from the University of Essex - and space for adult learning.  

These projects represent the first phases of the Love Clacton vision; an ambitious long-term plan for Clacton and its Town Centre. 

Councillor Ivan Henderson, Deputy Leader of Tendring District Council and Cabinet Member for Economic Growth, Regeneration and Tourism, said:

The hub aspect is particularly exciting as it will help to raise aspirations and skills levels among our residents, providing them with new opportunities – and the chance to grasp those opportunities afforded by Freeport East.
