This report explores the cultural, institutional and social barriers that get in the way of Natural Flood Management (NFM) projects. It makes suggestions for improvements in the way they are implemented.

The research identifies the wide range of stakeholders involved in NFM and explores their role. It examines perceptions, motivations, systems and processes that exist, and seeks to understand how and why these have developed. It combines:

  • a literature review
  • stakeholder engagement
  • legal analysis
  • case study findings

These suggest a potential roadmap of five main actions to address the specific barriers and enablers identified. These are presented alongside best practice examples of where barriers have been overcome.

The project started in 2018 and was completed in 2020, and cost £23,000.
