This project developed a way of estimating the risk of death or serious harm to people from flooding. It examined the direct effects of flooding, both during the flood and up to one week afterwards.

The results from the project were intended to help manage and reduce risks through flood warning schemes, emergency planning and processes for emergency services. This also included doing the same for planning developments and flood defences by taking risks to people into account.

Phase 1 of the project:

  • evaluated existing knowledge
  • identified the main risk factors
  • developed a method for assessing risks to people
  • identified research needed for further development and testing in Phase 2

This project complements a parallel project on longer-term health impacts of flooding on people (FD2005). The framework for risk assessment is based largely on the earlier R&D project FD2302 (Risk, Performance and Uncertainty Review).

The project started in 2003 and was completed the same year at a cost of £30,000.
