This study investigates the potential for improvements to the existing flood and coastal erosion risk management (FCERM) appraisal and guidance. The existing appraisal guidance is:
- limited in scope
- no longer completely up to date
- not always particularly user-friendly
This study identifies:
- key areas where project appraisals do not always provide the information needed by decision-makers to determine whether a project should proceed
- the priority that projects should take
- common reasons why project appraisals may not give the ‘correct’ answer
It builds on these findings to recommend ways that appraisal in FCERM could be improved to help practitioners make better decisions.
The reports produced during this project will inform Defra, the Environment Agency and their advisory group. It should not be taken as indicators of any specific change in current policy.
This project ran during 2006 at a cost of £84,465.
