Abstract

This brief considers regulation in developing countries focusing on: regulation and development; the regulatory state; designing the regulatory system (regulation - central or delegated?; how precise should regulation be?; enforcing the rules); and regulatory policy transfer (covering the issues of trust, corruption or social capital?, and are regulatory reforms working?).
