Abstract

This Briefing Paper is based on Shiree Working Paper No. 5. It summarises a study on the effects of disasters such as floods and tidal surges of poor people on the Bangladesh coast and why the HEFS model - based on assets, diversified livelihoods plus awareness training - was insufficient to prevent the damage done to assets and livelihoods.
