Abstract
\"Ambitious Learning Goals Need Audacious New Approaches\" is the second in a series of three Vision documents produced by RISE researchers to explain the rationale for the programme and provide insight into the evidence base for reform. There is a growing global consensus that many developing countries face a learning crisis and that national and international learning goals can help focus attention on that crisis.
