Abstract

This report first explores the Political Ecology theory and its relevance in this research. It then examines the interactions within and among various water user groups particularly the power dynamics at various levels using an actor based perspective. The constructs of water management and representations of water, which are sometimes made within a legal framework, are introduced and analysed. The report ends with conceptualisations of the decision making frameworks in the water sector.
