The Control of Foreign Fishing within Developing Coastal States

Abstract

This report comprises three sections entitled, Developing a strategy for the control of foreign fishing, Development of control models to assist decision-making by coastal states and Lessons Learned. Issues considered include, estimating economic value, allocation of fishing rights, setting fee levels for foreign access rights and surveillance.
