SEACAP 3. Low Volume Rural Roads: Application of LVRR standards and specifications.
Abstract
This document provides background to the LVRR Standards and Specifications contained in the two companion volumes; Classification and geometric standards; and Pavement options and technical specifications. This document is not intended as a LVRR Road Design manual but it does serve to highlight important issues and provide guidance on the general application of the Standards and Specifications as well outlining key procedures.
Currently there are no Standards and Specifications within the MPWT (Ministry of Public Works and Transportation) that are targeted at the specific requirements for the appropriate design and construction of low volume rural roads. This volume and its two companions are responding to the identified need for such Standards and Specification appropriate to the development of affordable and sustainable rural access in Lao, as required by the NGPES (National Growth and Poverty Eradication Strategy) strategic aims of reducing mass poverty by 2020.
