Review of Impact and Effectiveness of Transparency and Accountability Initiatives: Synthesis Report.

Abstract

This report was prepared for a Transparency and Accountability Initiative Workshop, held in California, October 14 – 15, 2010. The scope of the research is the accountability and transparency of government decision-making and the delivery of public services, and five sectors are prioritised: public service delivery (especially health and education); budget processes; freedom of information; natural resource governance; and aid transparency.

The report addresses the following key questions:

  • What do we know about the impact and effectiveness of TAIs?
  • How do we know it? What are the approaches used and methodological challenges encountered?
  • What factors make a difference? What institutional and political factors shape the impact of citizen-led initiatives for improving transparency and accountability?
  • What knowledge gaps are there for future research?
